According to my experience the slower buds have a problem with pathogens on the roots or the rhizome. With newly bought plants this is a quite common problem unless they were completely healthy at the time of buying. A second reason for this problem can be a not ideal substrate mix. (Don't ask me what the ideal mix is, there is only an individual solution possible, depending on your environmental conditions.)

So unfortunately the answer is "Yes, you should be concerned." Remove the upper substrate layers carefully without pulling the plant out and check the rhizome and the roots.
